Damage Reduction Strategies
How can we estimate the appropriate level of investment for flood mitigation measures ? Estimated flood damage for a given rainfall minus the estimated flood damage for the same rainfall with mitigation measures gives us the benefit from that mitigation measure. If we repeat this for a number of rainfall frequecies, i.e. different return periods we can esitmate the annual benefit. Thus we can assess the payback period and the appropriateness of the investment.
